QUESTION:

Can we send other crews messages anytime?
I know that its in the OP, but it says we need to know their location. Which would mean... reading their logs?

If you have read logs from other crews that reveal their sender's location (such as my logs have done), it is possible to send a message in that direction, and hope for the other to receive it (which they will, unless their receivers are down, or if the signal is somehow disrupted).
